Also requires fluency in Chinese.br BUSINESS NECESSITY Further to H.13 above FOREIGN LANGUAGE required The employer school teaches students by an English Chinese duallanguage immersion education method. For this job of Mandarin Chinese Language Humanities Teacher, the requirement for fluency in language is normal to the job. This is addressed by the Prevailing Wage Determination Guidance. Page 12 of the Guidance states specifically that A language requirement . . . shall generally be considered a special skill for all occupations, with the exception of foreign language teachers. All Mandarin Chinese Language Humanities Teachers teach in Chinese. Therefore, this application for labor certification is for a foreign language teacher, and the language requirement is a normal requirement and not a special requirement. The schools curriculum is aligned with the ACTFL American Council on the Teaching of Foreign Languages Language Proficiency Guidelines, Common Core State Standards, and Next Generation Science Standards. Additionally, by teaching in Chinese, the Mandarin Chinese Language Humanities Teacher is performing teaching that is critical to the entire education and business model of District of Columbia International School. At District of Columbia International School, students in grades 68 learn multiple subjects lang arts, math, social sci sci in Chinese. Therefore, the job requirements for fluency in Chinese is normal, it certainly bears a reasonable relationship to the occupation of Mandarin Chinese Language Humanities Teacher in the context of our business, and this requirement is essential to perform the job in a reasonable manner.
