The position requires a Masters degree or foreign equivalent in Environmental Engineering, or a related field plus five 5 years of postbaccalaureate work experience in the job offered or in a related field. Must also possess a professional Engineering Certification. Experience must include demonstrable knowledge of the following Demonstrated experience in architecting and developing facilityspecific air emissions monitoring and reporting information system database development; Experience in preparing Greenhouse gas GHG reporting for oil and gas industry to meet the requirements of EPAs Mandatory GHG Reporting Rule 40 CFR Part 98, Subpart Y, Subpart W and Subpart C; Experience in developing annual SARA Tier II and Tier III reports to comply with EPCRA obligations; Demonstrated experience in managing EPA and statespecific LDAR programs including preparation of fugitive emission report using EPAs correlation methodology; Demonstrable knowledge and experience in reporting process of Texas annual emission inventory for criteria and regulated pollutants using TCEQ STEERS; Demonstrated experience in preparing air permit applications under including Title V, Synthetic minor, Prevention of Significant Deterioration PSD, New Source Review NSR and NonAttainment NSR permits. Demonstrable experience with Texas Commission on Environmental Quality TCEQ air permitting process including PermitbyRule PBR, Standard Permits SP and Nonrule Standard Permits NSP; Demonstrated expertise in federal regulatory applicability evaluation including New Source Performance Standards NSPS and National Emission Standards for Hazardous Air Pollutants NESHAP. Experience in developing customized applications to evaluate and track compliance with these regulations is required. Expertise in analyzing and evaluating Planned Maintenance, Startup, and Shutdown MSS emissions from industrial, manufacturing, oil and gas OG operations; Demonstrable experience with iterative air dispersion and deposition modeling analysis using AERMOD for regulatory and process modifications; Demonstrable experience developing control technology evaluation including RACTBACTLAER analysis; Demonstrable experience with ProMax process simulation models and scenario tools to estimate emissions from OG and petrochemical facilities; Proficiency in GRIGLYCalc, AmineCalc , Water 9 and TankESP software packages; Demonstrable expertise in negotiating air permit conditions with State and Federal agencies.
