Experience must include eighteen months of performing data analysis and forensics analytics and developing advanced and dynamic cost and schedule models to identify, track and assess trends, variance, and noncompliance for capital construction programs; developing Key Performance Indicators for construction programs andor contractors to assess operational effectiveness and efficacy; performing project and contract risk analytics on large scale public construction projects; performing performance gap analysis in construction projects financial management budgets, ETCEAC, commitments using Earned Value Management, cost estimating procedures, and scheduling Primavera P6 and Critical Path Method; reviewing construction general contractor and subcontractor compensation models, including change orders for various construction trades, and assessing root causes and evolution of costs for approved or potential change orders, tracking change orders with schedule impact, and assessing entitlement of change scope; performing project lifecycle analysis by developing financial models to formulate project financial metrics, including initial investment, effective age and useful life, replacement cost, and depreciation; and contributing to the implementation of the project management process and Oracle Enterprise Project Portfolio Management EPPM system.
