Job Duties Continued From H.11.br Ensures budgets and schedules are within company requirements with significant organizational responsibility for the overall control of planning, staffing, budgeting, expense priority management, and recommendation and implementation changes of current methods.br Ensures all employees within the assigned teams understand and comply with the Code of Business Conduct and all applicable company policies and procedures, local, state and federal laws and regulations; establishes and maintains effective internal systems and controls to promote compliance.br Participates with other senior managers to establish strategic plans and objectives. Develops strategies for direct departments, and contributes to the development of divisionalbusiness unit strategies.br Interacts with all levels within the organization to manage functional area. Overall responsibility for hiring, coaching, and counseling employees, including performance reviews, disciplinary action and terminations.br Participates in global and regional projects as assigned, i.e. implementation of newupdated HRIS system and creation of global processes, training of other HR professionals, interim HR responsibilities for other locations, etc.br br SECTION H.14. Specific Skills or Other Requirementsbr Position requires either i Bachelors degree or equivalent foreign degree in Industrial Relations, or Management and 8 years of experience as a Human Resources Manager or ii 10 years of experience as a Human Resources Manager.br Experience which can have been gained concurrently with the primary experience requirement above must include 5 years of experience working with the followingbr U.S. and Mexican federal and local employment, wage and salary laws and regulations;br Serving as lead negotiator for and managing collective bargaining agreements governed by Mexican law with either the CTM or CROC unions.br Devising and implementing successful illegal labor stoppage strategies in Mexico;br Designing and implementing organizational and talent reviews and assessments using standard tools for manufacturingrelated employees and developing and executing effective compensation and benefits plans;br Calculating accurate financial cost analyses of Mexican US collective bargaining agreements; andbr Leading Human Resources Information Systems HRIS integrations and payroll systems.br Must be fluent in the Spanish language.br Position requires extensive weekly travel by car to a manufacturing facility in Reynosa, Mexico across the border from McAllen, Texas.br br Will accept any qualified combination of education, training or experience.br br Note on Section H, #13 Is knowledge of a foreign language required to perform the dutiesbr As stated in the Job Duties Section H.11 and Reqrnts Section H.14 the duties of the position include managing the HR function at a large manufacturing site located in Reynosa, Mexico, including managing negotiating Mexican labor union contracts requires weekly travel by car to this site.
