In the six months prior to filing the application, Conduent had one layoff. Per DOL regulations, only potentially qualified U.S. workers must be notified of the job opportunity. We respectfully note that the laid off worker is not a potentially qualified U.S. worker and, therefore, DOLs notification and consideration requirement is not triggered. Specifically, a Conduent manager carefully evaluated the laid off workers qualifications.
